User Exports

Dashboard API — authenticated by an Atlas console (platform-instance) session, not a key.

1 route. Each row is one endpoint with its explanation and whether it honours the Idempotency-Key header.

Export every user as a JSON array (no secrets, by construction). Owner or admin.
